The year is 1962. World War II ended with a Greater Germanic Reich dominating all of Europe. France and England are German puppet states. The Soviet Union has shattered into several dozen warring splinter states. America was humiliated under a combined assault from Imperial Japan and a nuclear-equipped Germany. Such is their power that they’ve fully embraced the Atlantropa plan and reshaped the Eurasian continent at their will. For all intents and purposes, the Reich is at the top of the world. It ought to be invincible and unbreakable.
In reality, these are dire times for the thousand-year Reich. Over the first thirty years of a golden age that Hitler promised would last a millennium, the Reich has gone from being the world’s preeminent superpower to teetering on the brink of collapse. Germany’s economy experienced a disastrous crash in the 1950s from which it has never recovered. The Reich struggles to reassert control over its unruly eastern colonies and a massively powerful SS, which has effectively gone rogue under Heinrich Himmler. From his headquarters in Ordensstaat Burgundy, he plots to implement his vision of a purer, fundamentalist version of National Socialism across the entire Reich. The internal politics of the NSDAP have grown increasingly bitter and adversarial due to an elderly Hitler’s deteriorating health, with the intense factionalism reflecting the broader rifts in German society. The kindling is in place for a fire to burn down the whole Reich and perhaps the rest of the world along with it.
In the world outside of Germany, the international scene is significantly worse off as a result of the Axis victory. The alliance between Germany, Italy, and Japan collapsed shortly after the war due to mounting tensions and conflicting interests. Iberia, Italy, and Turkey, the former allies of Germany in the Mediterranean, formed the Triumvirate to counteract Germany in response to their increasing hostility and the failure of Atlantropa. The other superpowers, America and Japan, have developed their own nuclear weapons, creating a three-way Cold War between the German-led Einheitspakt, the America-led Organization of Free Nations, and Imperial Japan’s Greater East Asia Co-Prosperity Sphere. The world now hangs on a thin wire that could snap at any moment, with the result being nuclear war and the destruction of human civilization. In the titular “New Order,” a shroud of darkness hangs over the world that is as black and empty as an open grave. Has the light of hope been extinguished for good by the Nazi victory?

The Order-State of Burgundy (Ordensstaat Burgund) more commonly the SS State of Burgundy, or simply Burgundy, is a country in Western Europe, bordered to the west by the French State, to the north by Reichskommissariat Niederlande, and to the east by the Greater Germanic Reich, Switzerland, and the Italian Empire. De jure, the country is a part of the Greater Germanic Reich, but it’s de facto independent from Germany.
The country itself is completely administered and operated by the Burgundian Schutzstaffel, otherwise known as the Burgundian SS or simply just referred to locally as the Schutzstaffel. The head of Burgundy and the Reichsführer-SS, Heinrich Himmler, preached his own ideological and economic doctrine known as the Burgundian System. This ideology viewed the classic National Socialism practiced in Germany as increasingly decadent and inefficient and looked to revitalize it based on extreme militarism and state spartanism.
The population is controlled through fear and brutality. The Burgundian military is one of the best in the world and is heavily integrated into everyday life. It is said that the nation had “more work camps than houses” in which anybody who speaks out against the state is forced into. Burgundy is a member of the Einheitspakt, with its faction status being a unique representative of its status as an SS-Ordensstaat.
History
Origins
The Kingdom of Burgundy was an ancient state founded by Germanic tribes that inhabited the modern southwestern Provence regions of France. The territories that Burgundy inhabits in TNO reflect the boundaries of the Holy Roman Empire at its greatest extent, with parts of northern France having been included under the crown of what, in Nazi revisionism, was referred to as the ‘First Reich’.
Burgundy as a territorial concept has since been assimilated into France (hence the ‘Bourgogne’ region, famous for its wines.)
Second World War
The concept behind the SS-Ordensstaat Burgund stretched back to the Second World War, where Heinrich Himmler proposed the idea as a model state incarnating the definition of National Socialism, justifying it by claiming that the Kingdom of Burgundy was, in fact, German territory, and that by extension, the territories of the house of Valois-Burgundy belonged to Germany. Heinrich’s proposal was not entertained and instead the French and Belgian territories were annexed directly into Germany.
SS Coup
Following the attempted SS Coup during the West Russian War, concessions were made to the Himmlerite SS in order to avoid any attempts at another coup. Namely, the territory of Reichskommissariat Belgien-Nordfrankreich and the German territory west of the Moselle river was given to Heinrich Himmler and formed into the Ordensstaat.
Trivia
Originally, Burgundy played a much more significant role in the TNO universe– through a network of spies, Burgundy would be able to manipulate events on a global scale in preparation for ‘cleansing’ the world with the assistance of nuclear weaponry. This role was later reworked, partially out of concern for realism, and partially because, if Germany were to request forces from Burgundy and send them some place remote (such as Africa), it would lose to France and a number of crucial events would not occur.
The themes of Burgundy planning to start a nuclear war to end the world, however, have remained in Reinhard Heydrich’s path for Germany.
If Burgundy collapsed in 1970, Germany will be allowed to intervene in its civil war if playing as Speer or Bormann. After Burgundy’s defeat, France will (providing the Red Poppy Movement does not win, which will immediately turn over the territory to France) demand the return of its territory, and Germany will have the option to either turn over the Burgundian land in exchange for influence over the French or set up the Paktkommission Frankreich.
Bizarrely, if one looked in the folder with the leader portraits for Burgundy, a photo of Todd Howard in SS attire can be found. Given that Howard was not born until 1970, it’s inclusion was likely a mean-spirited jab at Howard.
The symbol in Burgundy’ flag came from the Thule society, a German occultist and Volkisch group.

The Tsardom of Bulgaria is an absolute monarchy in the Balkans, bordered by the Hellenic State, The Kingdom of Romania and the Government of National Salvation. Established as a Principality in 1878 under the suzerainty of the Ottoman Empire, the modern state of Bulgaria would be forged in 1908 when the Bulgarian state was raised from a principality to a kingdom, following its declaration of independence. Bulgaria fought on the side of the Axis Powers during the Second World War, positioned now as a member of the Einheitspakt, one of the successor global blocs to the Axis alliance.
History
The Kingdom of Bulgaria has a somewhat infamous title, the so-called ‘Prussia of the Balkans’, self-proclaimed but arguably earned through the years of war the Balkan state has seen. Forged from the aftermath of the Russo-Turkish War, achieving independence in the throws of the Young Turks revolution and fighting then in the subsequent First Balkan War and later Second Balkan War, this miniature Prussia had endured its fair share of conflict. It was no surprise then, that when the First World War began, Bulgaria committed to the fight under Tsar Ferdinand I.
Much like the fortunes of Bulgaria during the Second Balkan Wars however, fortune favored Bulgaria’s enemies, and the Tsardom found itself losing both territory, Tsar and prestige, the Treaty of Neuilly-sur-Seine ensuring the humiliation ran deep. The fortunes of Bulgaria, it seemed, would continue to be dire well in to the 20th Century.
This proved not to be the case however, with Bulgaria’s fortunes changing dramatically following a counter coup by Tsar Boris III in 1935, following a coup by the military organization known as the Zveno the year before, ushering in the so-called ‘Golden Age of the Third Bulgarian Kingdom’. Bulgaria would soon find itself within the newly minted Axis powers, under an equally revanchist Germany, hell bent upon avenging it’s humiliations in the First World War, an projecting it’s power as the Central Powers once had. It was natural therefore, that Boris III and his government, would commit the Kingdom to the Axis, albeit with initial hesitance, to ensure the preservation of the Kingdom in the face of German and Italian operations in the Balkans, fighting alongside other Axis nations in the Balkans Second World War.
Despite this entrance, Bulgaria didn’t see the victories and territorial expansion it had hoped. Seeing some gains in reclaiming most of Macedonia from the collapse of the Kingdom of Yugoslavia, it failed to secure Thrace from the Greeks, instead seeing their former lands conquered by their former masters, the Turkish. Despite these disappointing returns, the War was won at little attrition to the Balkan kingdom. The true attrition lay ahead in the years to follow.
The 1950s brought out the worst folly’s of the newly christened Greater Germanic Reich’s ambitions for the Mediterranean, ambitions which would end disastrously for much of Southern Europe, leading to the equally disastrous German economic crash. This second disaster had a far more tangible effect upon the Balkans, where it set off a chain of economic crashes, from Hungary to Slovakia, to the ripples even being felt in Bulgaria herself. This weakness in the more German-reliant nation states of the Balkans was soon exploited by the less reliant Kingdom of Romania, who at first entered into a state of war with Hungary and soon after launched a war with Serbia, seizing territory from the two states, particularly the lands they formerly relinquished to Hungary as a result of the Second Vienna Award in 1940, and the Serbian Banat respectively. With a distracted Germany that was far too pre-occupied with the now raging West Russian War to intervene or even enforce demands it had made of Romania when it sacrificed Hungary to Romanian ambitions, Bulgaria now found itself between the fragile yet dangerous Triumvirate and an expansionist Romania.
Fearing the possibility of either Turkish or Greek incursions in to the fragile borders of Bulgaria, or even an incursion by the Romanian’s themselves, Bulgaria entrenched itself within the burgeoning Einheitspakt, giving increased access to the previously infrequent German patrols, seeing increased German military deployments within Bulgaria’s borders, alongside opening-wide the Bulgarian economy to the tattered German economy. All this only served to weaken the Tsar’s government and it’s image domestically and internationally.
Politics
The Tsardom of Bulgaria is a despotic monarchy, under Tsar Boris III. As of 1962, though Bulgaria is considered independent, German influence is significant enough to diminish the strength and image of the Tsardom and it’s government, both at home and abroad.

The Kingdom of Rumania is a monarchy at the crossroads of Eastern and Southeastern Europe in the Balkans. History
The Iron Crown sits heavy on the engorged and victorious Kingdom, sitting at its territorial peak, whilst only 20 years ago the crown lay low, with Romania at its nadir, having ceded Northern Transylvania and other territories to placate the Kingdom of Hungary and their new-found German masters, having but only a few years before ceded territory to the USSR; humiliations to spare Rumania the sword. Through these successions of humiliations, the Iron Guard rose to power, led by the former Air and Marine Minister, Ion Antonescu. It was through this succession to power, that the once Allied power of the Balkans, marched to the call of the German crusade against Bolshevism. Though the call was feared to be a siren song, through the successes of Operation Barbarossa, true to Adolf Hitler’s proclamations, the rotten structure did indeed come crashing down, restoring and even expanding the territories of the Kingdom of Rumania in to the former territories of the now shattered USSR. However, these have proven to be more problematic than not, serving as a source of endless tension and conflict.
Politics
The Kingdom of Rumania is a constitutional monarchy, led by Prime Minister Ion Mihalache. It has perhaps the most democratic and permissive policies out of all the Einheitspakt member nations (Multi-Party System, Registered Voting, Pluralism etc).
Throughout the course of a campaign, Rumania will stick true to its democratic values, although they do not come without variation - the political spectrum ranges from Christian Conservatives to Radical Liberals and even Agrarian Socialists.
Rumania will eventually also have to decide upon the fate of the Transnistrian territories, these being either fully abandoned (this happening most notably under Radu Câmpeanu) or being split between the Rumanian-majority regions, which will join Rumania itself and the Ukrainian-majority areas, which will be given independence (either under an ‘administration’ or an actual republic), even though they will still be de facto subjects to Rumania.

The Italian Empire (Regno d’Italia) is a country in Southern Europe. The Italian Empire also has land borders with Turkey, Iberia and Tunisia once their direct colonial holdings in the Mediterranean Sea and North Africa are taken into account.
Autonomous colonial governments operate throughout various regions of the empire. These regions include the Kingdom of Albania, Kingdom of Montenegro, Kingdom of Tunisia, Kingdom of Egypt, four countries with puppet monarchies that are controlled directly by Italy, the Governorate of the Levant, a territory under a military government in the Middle East, the Governorate of the Gulf, a colony along the Persian Gulf, and Italian East Africa, a colonial holding on the Horn of Africa.
History
“Fascist Era” is the era of National Fascist Party government from 1922 to the start of 1962 with Il Duce Galeazzo Ciano as head of government. The fascists imposed totalitarian rule and crushed the political and intellectual opposition while promoting economic modernization, traditional social values and a rapprochement with the Roman Catholic Church. The fascist government passed through several relatively distinct phases. The first phase (1923–1925) was nominally a continuation of the parliamentary system, albeit with a “legally-organized executive dictatorship”. Then came the second phase, “the construction of the Fascist dictatorship proper, from 1925 to 1929”. The third phase, with less activism, was 1929 to 1934. The fourth phase, 1935–1940, was characterized by an aggressive foreign policy: war against the Ethiopian Empire, which was launched from Eritrea and Italian Somaliland; confrontations with the League of Nations, leading to sanctions; growing economic autarky; and the signing of the Pact of Steel. The war itself was the fifth phase with successes and victories in Africa, the Mediterranean Sea and the Middle East leading to the formation of the Italian Empire.
Italy was an essential member of the Axis powers in World War II until it left and formed the Triumvirate after the war.
Situation
In 1962, after Mussolini’s death, the mantle of Duce of Fascism passed on to his chosen successor, Galeazzo Ciano. Ciano is very devoted to the preservation his father-in-law’s legacy and appears chronically unwilling to do anything to even slightly change what Mussolini has created.
Economy
The Italian economy is rather lively. Italy has greatly benefitted from the Triumvirate and the trade treaties that came with: being at the center of the Mediterranean and between the other two major members of the alliance, the country has become a trade hub and an exchange ground for most trade convoys in the area, allowing Italian enterprises to slowly get back to business. While not yet fully recovered, analysts are mostly confident that the Italian economy will keep its current trend of moderate growth.
Military
From a military point of view, Italy has changed much since the war: while the start of the hostilities in 1940 found the Italian armed forces corrupted and utterly unprepared, lagging behind in both technology and training, a mixture of much needed German aid and (very) painful lessons allowed the Italian high command to slowly put the armed forces back to shape, and revert the tide of defeats suffered in the colonies. Slowly but steadily, Italy managed to fill the gap, and inflicted unexpected defeats against the Franco-British army in the colonies taking Algeria and Egypt with German help, and keeping Italian East Africa despite the complete isolation, thanks to a strange mix of unconventional tactics, knowledge of local terrain and sheer refusal to surrender.
In 1962, the Italian armed forces are the second strongest in Europe after the German Heer, and the fourth in the world after Germany, Japan and the United States. The strongest and most funded military asset of the Italian Empire is undoubtedly the navy: the “Regia Marina” holds complete dominance of the Mediterranean, dwarfing the Spanish and Turkish fleets and serving as a constant reminder to the Kriegsmarine that the Mediterranean is “Mare Nostrum,” and not a German holding. The conformation of the Mediterranean sea, dotted by small islands, has led the Italian Admiralty to focus on large battleships and smaller carriers, with the latter mostly serving as escorts to the former and loaded with fighter wings to protect the more vulnerable dreadnoughts from enemy bombers: the fleet’s torpedo bombers and larger aircraft are stationed on land, allowing for much larger support wings with a small delay. While most of the Navy is kept near the mainland of Italy, smaller detachments are stationed in the Red Sea and around the Arabian peninsula, protecting precious oil shipments from the rich colonial oil fields.
The Italian Royal Army, or “Regio Esercito,” while not as present in the propaganda posters, is well armed and trained, with specialised units for each terrain. While Italy fields some modern armored divisions modeled after German Panzerdivisionen, the terrain of both mainland Italy and the colonies - mostly hills, mountains or even deserts - makes it more advantageous to focus on different aspects of war: motorized divisions are perfect for quickly redeploying troops, and versatile enough not to be hindered by rough terrain; the “Alpini” mountain troops are adept at fighting on the most difficult terrains, from the Alps to the Ethiopian canyons, while desert corps, marines and paratroopers are used to secure critical assets should the situation require it. Finally, large units of “Ascari” formed from the colonial natives ensure that Italian holdings outside the mainland can quickly react to any threat.
Finally, the air force, or “Regia Aeronautica,” while not as big as the gargantuan Luftwaffe, is modern and extensive, ranging from nimble fighters to bomber wings. From the very birth of fascism, many of its founders, from Gabriele D’Annunzio to Italo Balbo, were fascinated with air travel, for reasons both cultural and military: especially the latter encouraged private flight as a sport, and was a firm proponent of air support and aerial operation, founding the “Fanti dell’Aria” as the first paratrooper unit within the Italian armed forces.
Colonies
Italy holds large swathes of colonial lands in both Africa and Arabia, mostly gained after the war as a reward for the help given to Germany in defeating the Allies across the Mediterranean: to the pre-war colonies of Libya and Italian East Africa (comprising Ethiopia, Eritrea and Somalia) were added Tunisia, Egypt (kept as a formally independent protectorate), the Levant (much to the chagrin of Turkey), the oil-rich British protectorates in Arabia and smaller British holdings south of Ethiopia, later incorporated into Italian East Africa.
The colonial situation is rather stable, compared to other colonial empires: while resistance exists throughout Italy’s large colonial holdings, it is nowhere near the extent of what happens in the German Reichskommissariats and in the East Asian Co-Prosperity Sphere. This is mainly due to what is perceived by many as Italy’s weakness, but this time has acted beneficially: since Italy lacks the military and economical power to crush resistance with brute force, Italian colonial authorities prefer discussion and compromise with local authorities to mindless repression, and Italian governors are known for either their warm attitude towards the natives (such as Amedeo di Savoia-Aosta, Viceroy of Italian East Africa) or their diplomatic skills at keeping peace through subtle means (such as Carlo Alberto dalla Chiesa, governor of the Italian Levant). While extremists, fanatics and terrorists still exist, the majority of Italy’s colonial subjects can be said to at least tolerate Italian rule.
Diplomacy
Diplomatically, Italy stands at a crossroads. While the Italian Empire is the de facto leader of the Triumvirate, the reason it was born (to oppose German imperialism) is fading, and the other two members, Iberia and Turkey, are complaining more and more, due to conflicting territorial interests: since Spain and Turkey remained neutral during opening of the war, Italy had the lion’s share of the defeated countries’ colonial holdings, only leaving scraps to the other fascist countries, and now Iberia claims the entirety of Algeria, while Turkey protests over Italian dominance over the Levant. Many point this as a sign of the imminent collapse of the Triumvirate…
At the same time, the Italian Empire is considered by many as the only European country with an army capable of resisting the German Goliath in the event of a third world war, especially considering that the Italian core lands are protected by the Alps, an almost impenetrable natural barrier, and the natural nemesis to the unstoppable German panzer divisions. Therefore, both Japan and the USA have normal, if not positive relationships with Ciano’s moderate fascist government.
In conclusion, the Italian Empire’s situation is as it has always been: serious, but not too much, and in times such as these, compared to what most of the world is experiencing, isn’t this already a progress?

Due to the damming of the Mediterranean, our trade as been permanently disabled due to us hardly being able to export resources outside the Mediterranean Sea. Luckily the Triumvirate allows us to still make some profit and prevents our trade from being utterly annihilated, and the now-Italian Suez Canal allows us to escape the Mediterranean.

Duce of Italy Galeazzo Ciano is well known for being less aligned with typical fascism unlike his father in-law. This leads to many theories of Ciano possibly attempting to reorganize the regime to something less centralized on the Duce himself. Although these are mostly rumours, it still leads to a slow decline of our regime.

In recent years, the focus of the Italian government has been on its navy, the Regia Marina. The navy has been given extensive funds in order to keep its large fleet operational, despite the setbacks caused by that accursed dam. However, this emphasis on the navy has left little money for the Royal Italian Army and Air Force. Due to this, they are lacking in training, equipment and morale. They make it a point to bring this up at every meeting between the branches.

The son the late Italian king Emmanuel III who brought Italy glory in the Great War and avenged the country’s prior humiliations, Umberto certainly has big shoes to fill. Despite this, he has proven himself to be a somewhat capable ruler, keeping the populace calm with his image as a king of peace, even as the threat of Germany looms north and the shores of the Adriatic remain saltflats. He has however lately shown increasing discontent towards the fascist party, something which might prove pivotal in the future.

Paul Joseph Goebbels, also known as the Undead Corpse of Joseph Goebbels, is a posthumous antagonist of The New Order: Last Days of Europe, a mod for Hearts of Iron 4. He was the Reichsminister of Public Enlightenment and Propaganda in Nazi Germany until his death in 1956.
Overview[]
Though being dead by the start of the story, Goebbels had a long influence on the Nazi Germany, especially in his role as the benefactor of its militarist faction, now de jure represented by Hermann Göring.
He is also the posthumous overarching antagonist of Moskowien storyline, with his death triggered the feud between Kasche and the local SS members.
Goebbels also appeared as the main antagonist in the (non-canonical) 2020’s Halloween event, where he came back from the dead… as a half-rotten zombie that led a large army of undead soldiers in Burgundy, known collectively as the Horde.

Backstory[]
Gobbels had joined the Nazi Party early on and became one of Hitler’s closest associates. In 1933, he was appointed to the position of the Reichsminister of Public Enlightenment and Propaganda.
After the Axis victory over the Allies in the World War II, Goebbels had been working on developing the Reich culture as well as Nazi propaganda during his days as the Reichsminister of Public Enlightenment and Propaganda, controlling all of the information of the newly-formed Greater Germanic Reich.
Being a staunch supporter of aggressive wars, Goebbels greatly relished in propagate and glorify the Fascist wars and created a concept of Stratocratic Nazism, planning on a total war against the entire world. His total war project would be supported by Wehrmacht’s most hard-line militarists such as Remer and Schorner.
It would potentially be carried out by Göring after his ascension as the new Fuhrer.
Death[]
However, in 1956, Goebbels suffered from Russian partisans’ attack on his life in Moskowien. Soon, he was betrayed and assassinated by one of his closest friends, Wolf-Heinrich Graf von Helldorff.
After killing Goebbels, Helldorff framed the SS-Aktionsgruppe Moskowien for Goebbels’ assassination and triggered the grudge between the SS and Siegfried Kasche. In spite of Goebbels’ death, his ideas of a total war would live on through the militarist faction members.
In-Game[]
Halloween 2020 event[]
Important Note: This entire section is a joke story exclusive to the Halloween 2020 event. It is considered to be non-canonical and is not integrated into the game’s lore.
Because of Himmler’s experiment with biochemical weapons gone terribly wrong, Burgundy suffered from a massive zombie virus breakout, which effectively brought many dead soldiers back as zombies.
Goebbels’ rotten corpse was turned into a zombie as well, and he became the zombies leader, destroyed Himmler and formed a zombie organization in Burgundy, simply known as the Horde.
Now no longer having a complete mind of his own, the zombie Goebbels had become a almost mindless monster with pure cravings of consuming human flesh. Although, some parts of his past self still existed, as he gave a rousing speech to his zombie followers in spite of his rotten vocal cords, shortly before he started his global conquest.
Now, Goebbels’ sole purpose, other than conquering the world with his total war, was to literally eat the world’s population, spread deadly zombie diseases in order to conquer the world and turn the whole population into zombie.
This effectively caused a total war between humanity and zombies. If Goebbels won, a zombie apocalypse in the process, which ended up having every leaders in the world turned into zombies along with their minions. Soon, Goebbels’ zombie conquered the world and fulfilled what he wanted, albeit in a weird and horrifying fashion.
Trivia[]
Other than Goebbels, the virus that created the Horde also brought back many other figures that died before or during the events of TNO, such as Vladimir Lenin, Josef Stalin, Alexander Kolchak, Benito Mussolini and Roman von Ungern-Sternberg.
Living TNO leaders that could be zombie-fied (and recruitable into the Horde) included but not limited to Himmler, Thatcher, Auchinleck, Speer, Goering, Bormann, Heydrich, John F. Kennedy, Thurmond, Wallace, Vlasov, Rurik, Lysenko, Yagoda, Dirlewanger and Suharto.
The Halloween story involving Goebbels turn into an undead is non-canonical. As a result, Goebbels would neither be expected to return from the dead (like all the other posthumous characters), nor had his backstory rewritten in Europas Narben to avert his demise.
This is presumably due to the meaning and reason behind Goebbels’ death. It involved Helldorff’s machinations, which would be directly attached with all of the paths in the Reichskommissariat Moskowien.
Nonetheless, Goebbels is still the only TNO undead villain to date, the only one who could potentially be revived (albeit as a zombie) and brought forth a zombie apocalypse with his return, in spite of his revival being non-canonical.
In the earlier lore, Goebbels was assassinated by French resistance members in a Paris theater. This was scrapped and reworked following the update of Unfinished Business to attach it with the Moskowien storyline in Europas Narben.

Reichskommissariat Ostland is a German colony in Eastern Europe, comprising of Belorussian and former Baltic lands. The colony borders the Greater Germanic Reich and the General Governorate of the Vistula to the west, Reichskommissariat Ukraine to the south, Reichskommissariat Moskowien to the east, and the Baltic Sea to the north. The colony is considered a model for other Reichskommissariats. A large majority of the population has been Germanized to some regard, with much of the Native resistance being eliminated.
The only relevant native resistance groups in 1962 is the United Partisan Organization, or UPO. The group is a collection various guerrilla fighters, attempting to diminish German rule. They have mostly been isolated to forests and rural regions of Ostland, with their leadership having gone into hiding.
History
The Reichskommissariat Ostland (RKO) was originally established by the German Reich in July of 1941 during the early stages of Operation Barbarossa and the Wehrmacht’s swift push into the Soviet Union. It became the civilian occupation regime in Estonia, Latvia, Lithuania, and the western part of Byelorussian SSR. German planning documents initially referred to an equivalent Reichskommissariat Baltenland. The political organization for this territory – after an initial period of military administration before its establishment – involved a German civilian administration, nominally under the authority of the Reich Ministry for the Occupied Eastern Territories led by ideologist Alfred Rosenberg - he himself a Baltic German, but actually controlled by the government official Hinrich Lohse, its appointed Reichskommissar.
The citizens of the Reichskommissariat originally treated the Germans as liberators following their enduring an entire year of harsh Soviet occupation, particularly involving the forced implementation of a series of ruthless collectivization policies. Over time however this view changed for some of the local population, especially as the war progressed in Germany’s favor and with it the ever dwindling prospect of the Baltic states regaining their independence. Of course, while some acts of insurgency occurred from time to time throughout the boundaries of Ostland, the Kommissariat proved itself to be one of the most manageable and hospitable of all the occupied eastern territories.
Following the end of the Second World War and total collapse of the Soviet Union in 1945, Reichskommissariat Ostland experienced a large influx of German settlers while simultaneously mass deportations of almost the entirety of the Jewish population in the region had been all but achieved. Living standards and economic development soared throughout the Reichskommissariat - especially when compared to the others which experienced seemingly endless bouts of instability and chaos - Ostland on the other hand stood as a gleaming example of the Greater German Reich’s potential at what could be achieved through its ambitious Germanization policies mapped out in “Generalplan Ost”. This provided an excellent propaganda opportunity for German foreign policy, earning Ostland the moniker of being the “model colony”.

Conservative faction of Franz Walter Stahlecker to preserve the current institutions and continue to rule with principles of Lohse’s administration.
Militarist faction led by Otto-Heinrich Drechsler, which deems the current government as weak and wants to militarize Ostland in order to handle any foreign threat.
SS Forces under the command of Friedrich Jeckeln, following the pattern of the German sphere, grows more and more disloyal to the civilian government of Ostland. Fully committing himself to the ideals of Burgundian System and service to Heinrich Himmler in the SS State of Burgundy, Jeckeln intends to remake Ostland in a Spartanist image and cleanse it of all signs of decadence and degeneracy.
Liberal opposition forces of Andreas Meyer-Landrut, formed under the influence of Albert Speer.
Native Collaborator Faction of the Central European Council formed by Michał Vituška. Vituska’s loyalists argue for larger native autonomy and representation of natives in the government.
United Partisan Organization of Abba Kovner. While not a formal faction by any definition, Kovner amassed the largest anti-Nazi resistance group consisting of Jews and natives under his banner. There is no doubt that Kovner can turn out to be a contender for power in Ostland in case of a political turmoil.

King Tomislav II, previously known as Aimone Roberto Margherita Maria Giuseppe Torino di Savoia-Aosta, was inaugurated against his will as the new Croatian king while the throes of WWII were still shaking Europe. Once a Prince of Italy’s royal house, Aimone found himself at the head of a nation which he had no love for - he didn’t speak a word of Croatian nor had he even ever been there, as he was picked simply because of his noble blood.

Reichskommissariat Ukraine is a colony of the Greater Germanic Reich, that is located in former Soviet Ukraine. The RK Ukraine dev diary during early development showed several old paths for Ukraine, none of which survived to release:
Alfred Fraufenfeld’s path was focused on taking the Crimean peninsula from Germany during their civil war and dealing with the OUN, either through compromise or by outlawing them. Frauenfeld is now a potential leader in Gotenland.
Hans-Adolf Prützmann was described as being “twice as ruthless as Koch”, in which he would’ve restarted Germanization pograms in Ukraine and can even invade the Generalgouvernement to steal more slaves. Prützmann now only plays a much more minor role in Ukraine’s story.
Theodor Oberländer was a reformist leader, who would’ve granted more liberalization to the native Ukrainians and even possibly stepped down to give them their independence. In the release version, Oberländer has been moved to the Reich proper as the President of the Reichstag, can be appointed Reichskommissar of Ukraine by Bormann, and is rewritten to be the leader of Speer’s hardliner opposition rather than an outright liberal.
Alfred Rosenberg was an unorthodox Nazi who could’ve taken power by either being invited by Oberländer or couping the government if their treatment of the natives got too cruel. Once in power, Rosenberg would’ve focused on reducing Nazi influence in Ukraine and the rest of Eastern Europe, promoting cooperation between Germans and Slavs.
Erich Koch can survive his assassination and go further down the deep end, amplifying his genocidal rule and even allying himself with Heydrich’s Germany or Himmler’s Burgundy.
In the original lore, the only separatist faction in Ukraine was the OUN, which was divided between the Melnykites led by Andriy Melnyk and the Banderites led by Stepan Bandera. At one point in the extremists would openly revolt against the Germans, igniting a 2 sided civil war. The OUN (m) no longer has a path, while the OUN (b) is now led by Dmytro Klyachkivsky after Bandera’s death in the Sachsenhausen concentration camp.

Moskowien borders Reichskommissariat Ostland to the west, Reichskommissariat Ukraine to the south-west, Reichskommissariat Kaukasien to the south, the Finland to the north, and various Russian warlords to the east. It is the largest European Reichskommissariat.
The colony is operated by Reichskommissar Siegfried Kasche, the former German Ambassador to Croatia. The colony utilizes the large Slavic population through a middle class of Russian laborers. While these laborers are still persecuted by the German controlled government, the quality of life is generally much higher than that of the Siberian warlord regions, or other Reichskommissariats such as Kaukasus, although it’s only out of necessity to stop rebellions from happening and to keep the Slavic population under control.
This political system has provided an uneasy inkling of stability, although the pressure from various eastern warlords leads to difficulty controlling the border region.
These difficulties came to a head in the mid-50’s, culminating in the West Russian War. In this conflict, several Russian warlords, notably the West Russian Revolutionary Front, nearly overran the colony being backed by the Organization of Free Nations and the Greater East Asia Co-Prosperity Sphere. While this invasion was repelled, it diminished a large portion of the RK’s land forces. This conflict gave Moskowien a “bloody nose” from which it has not recovered from to this day.
Economy
Moskowien operates off of a primarily industrial-based economic system with its major cities (Moskau/Moscow, Paulusburg/Voroshilovgrad (Stalingrad in real life) and Sankt Peterburg/Leningrad posing as its core production centers. The industries in the Reichskommissariat are entirely owned by German corporations, with most factories however being dependent on the employment of native Slavs, albeit under overall German oversight.
Items produced involve anything from processed raw materials, vehicle parts, to refrigerators. Almost everything produced is directly shipped westwards to Germany proper.
There has been a gradual shift away from forced labor in recent years in an effort to quell insurrection, which has plagued the Reichskommissariat since its formation. The native Slavic population have enjoyed a better standard of living as a result, earning a meager (yet livable) income from their jobs in the factories.
Military
The colony yields a sizable military force, comprised mainly of native volunteers tasked with defending the eastern marches of the territory from the incursions, by the many roving warlords who raid and pillage the Reichskommissariat on a regular basis. The volunteers often serve in exchange for greater privileges such as increased rations, amenities, and better housing. They are organized and led by German officers commissioned from the Reich. The military of Moskowien is currently still reeling from its substantial loss in strength and overall combat readiness, as a result of devastating losses inflicted upon them during the West Russian War in the previous decade.

Biography
Early Life (1889-1918)
Adolf was born on April 20, 1889 in the town of Braunau am Inn (Braunau on the Inn) in what was the Austro-Hungarian empire to Alois and Klara Hitler. He and his two siblings were raised near the town of Linz. Alois, his father, was a strict parent who very much disapproved of the young Hitler’s life decisions, died when he was young, as did his mother. He spent his early adult years in Vienna, attempting to become an artist - but was rejected twice by the Vienna Academy of Fine Arts. As a result, he moved into a poorhouse, living off the sale of paintings and generous donations from his surviving family members.
While some historians claim that Hitler became first exposed to the radical antisemitic rhetoric that would define his career in Vienna, evidence exists to suggest that, at the time, he was in fact repulsed by the idea.
In 1913, Adolf Hitler moved to Munich, the largest city in Bavaria, the southeasternmost province of the German Empire. At the outbreak of the first world war in 1914, through a lucky accident (as an Austrian, he should not have been allowed to serve in the Bavarian army) Hitler was able to enlist and serve in the “List Regiment”, the first group of volunteer conscripts from Bavaria.
Hitler served with distinction in the First World War as a message runner, bringing communications from command outposts to the front line. He was decorated for bravery, receiving the Iron Cross in 1914 and 1918. At the end of the war, he was briefly blinded by a gas attack, which led to him being sent to a hospital. While there, he learned that Germany had surrendered to the Entente and flew into a fit of rage.
Rise to Power (1919-1933)
Following the war he was among the millions of Germans who felt betrayed by the German surrender to the Entente, deeming it as the “Stab in the Back”. Meeting right-wing agitator Anton Drexler, Hitler was exposed to anti-semitic ideology once again, and found it to be a satisfactory answer to solving the despair of the German people following their supposed ‘defeat’ in the First World War.
He joined the small German Workers’ Party (Deutsche Arbeiterpartei, DAP) in 1919, as member #555. (the DAP began counting its members at #500 to give the impression of a larger party.) Hitler’s loud and grand speaking manners attracted greater crowds than the DAP had seen in any capacity before, and soon, Hitler rose to become its leader by 1921, renaming it the National Socialist German Workers’ Party (Nationalsozialistische Deutsche Arbeiterpartei, NSDAP) to gain attention from other political radicals, as socialism was a predominant ideology in Germany at the time. It was here that he would also organize a private militia for the party, the Sturmabateilung or SA (later to become the Schutzstaffel, or SS).
In 1923, Hitler attempted to take control of the Bavarian government through a coup d’état now known as the Beer Hall Putsch. While Hitler and the NSDAP did successfully take the leaders of the Bavarian government prisoner, they were able to escape and Hitler was sentenced to a relatively light six years in prison. He would only serve one of those three.
While in prison, he wrote most of his book Mein Kampf, a whitewashed history of himself that has since become textbook literature in most schools in the Reich, though it is known to be a whitewashed version of Hitler’s political background designed to paint him in a messianic light.
After his release from prison, Hitler took a political backwater role as the Weimar Republic seemed to stabilize itself. However, in 1929, the stock exchange on Wall Street crashed, causing the Great Depression. Hitler seized on the window and began fervently campaigning across Germany. In 1923, the NSDAP held just 3 seats in the Reichstag. A decade later in 1933, the NSDAP controlled 288 seats, a majority.
In 1932, Adolf Hitler ran against Paul von Hindenburg in the German election. He finished second - though the control Hitler exacted over the country was so great that von Hindenburg appointed Hitler as chancellor in order to temper the demagogue’s ambitions. This idea, tragically, backfired, and with his new influence, Hitler instead turned the deal on von Hindenburg, seizing on the fissile political climate in Germany to secure power.
In February of 1933, the Reichstag caught fire. In the aftermath of the fire, Dutch communist Marinus van der Lubbe was arrested as the sole perpetrator. Hitler used this to force Oresident von Hindenburg to sign the Reichstag Fire Decree, allowing the Nazi party to crack down on political dissidents in Germany by suspending the right to trial. Historians agree that, while van der Lubbe was indeed responsible, there is no sign that it was an organized plot by any communist party in Germany.
The Enabling Act of 1933 granted Adolf Hitler, the Chancellor, the right to make decisions without running them through the Reichstag for what was initially set to be a time limit of four years. Using his supreme authority, Hitler dismantled the opposition parties or forced them into submission, and eventually the Nazi Party was the only legal party in the Weimar Republic - even its coalition mate was dismantled.
After Hindenburg’s death in 1934, Hitler became president of the Weimar Republic.
Rise to Power (1934-1945)
After Hitler’s ascension of the presidency, the Weimar Republic was effectively dismantled, and though sham republic continued to exist in framework only, it had given way to a fascist dictatorship. Hitler initiated sweeping initiatives to lift Germany out of the Great Depression, including printing money, seizing the assets of people arrested as enemies of the state, and initiating state-built projects to curb unemployment.
Under Hitler, the Reich also perpetrated a genocide of minority groups, especially Jewish minorities, which began with a series of harsh and brutal acts of repression that have since been widely regarded as the beginning of the Holocaust. The Führer, as he was known, would begin to flagrantly break the treaty of Versailles, including rearming the Luftwaffe and Kriegsmarine, remilitarizing the Rhineland which had been disarmed as part of the treaty, and initiating wide-scale rearmament as part of a four-year plan headed by Hermann Göring.
In 1938, Adolf Hitler annexed Austria in a manipulated referendum. A direct breach of the Treaty of Versailles, the Entente powers of France and Britain refused to intervene. Shortly after, Adolf Hitler demanded the German-majority Sudentenland from Czechoslovakia, which was awarded to him as part of the ‘Appeasement’ agreement.
Adolf Hitler then claimed Danzig (then Gdansk), which was not granted to him, leading to the invasion of Poland on September 1st, 1939, and the start of the Second World War. It was, to Hitler’s expectations, a complete and overwhelming victory.
Post-war (1946-1962)
Following the end of the war, Hitler ascended to international levels of fame for taking an impoverished, punished state and turning it into a model war machine that humiliated the world’s greatest powers. The wealth plundered from the Second World War supported Hitler’s visions for a “greater German reich”, including Germanization of conquered lands in accordance with Generalplan Ost, the lining of the pockets of not only his generals but the corporations that made Endsieg possible, and the construction of various massive projects, the crown jewel of which being the retooling of Berlin into a “World Capital” named for the Latin term for the Germanic lands. Welthaupstadt Germania was the brainchild of Albert Speer, an impressive project that built impressive megastructures - particularly the Volkshalle - into the landscape of the city. However, the immense spending these projects commanded dried up as the German economy began to sour following Demobilisierung.
Around this time, Adolf Hitler’s began growing more and more erratic, likely due to a combination of Parkinson’s Disease and syphillis. Due to Hitler’s known aversion to the female sex - often seized upon by OFN propagandists - it is unknown from where he contracted syphillis from.
During the West Russian War, Hitler often slipped into fits of rage, shouting at his generals and, on multiple occasions, firing otherwise competent generals for the slightest of offenses– most of whom were swiftly re-hired by his subordinates either for financial benefit or political posturing. Following the SS attempted coup d’etat, Hitler ordered the SS to be split into the Burgundian and German sections.
Despite his extensive planning for victory, Hitler has not planned for the ultimate defeat he may suffer: his death. The Führer does not have any outlined plans to select an heir, and consequently the destiny of the Reich remains intertwined with his. If Hitler is to die, there is nobody to replace him, and even while he lives, his subordinates squabble with each other like wild dogs, tearing at the fragments of power slowly crumbling from the Führer.
At game start in 1962, Hitler has entered the 29th year of his reign as Führer of the nation, although it is clear to most that his days are numbered, and should he die, the competition between factions in the NSDAP could possibly tear the Reich - the masterpiece that he spent his life painting - apart.
In-Game
At the start of the game, Hitler will have a rather sizable focus tree which consists of branches for thawing relations with the United States of America in an effort to get both countries to focus on dealing with Japan, training exercises to prepare for threats on mainland Europe (namely, the Triumvirate, as well as refocusing Luftwaffe bombing of the various warlords in West Russia and West Siberia), and reconvening the Reichstag for new series of laws.
This focus tree, extensive in appearance, is - much like the focus tree of John F. Kennedy prior to its removal - merely an illusion in reality; soon after completing the first focus, an assassin will ambush Hitler while in his office, gravely wounding him. After the attack, the player will have to name a successor for Hitler, and will have a choice between Albert Speer, Martin Bormann, and Reinhard Heydrich. After naming said successor, Germany’s focus tree will change to preparing said successor for the German Civil War.
After Hitler dies on October 15, 1963, Germany will break out into civil war on the 27th of the month, with the player taking control of whoever they named as Hitler’s successor if they were playing as Germany.
Trivia
Hermann Göring could once be selected as a candidate for Hitler’s succession, and while he does still rise up and still does gain influence prior to the war, Göring has no content during the war nor after and it is currently impossible for him to win without console commands.
Göring’s content set Germany on a more militant path, forcing them to conquer other countries within a certain time limit or risk fiscal– and swiftly after, national collapse. It often resulted in nuclear war as eventually Göring would be forced to attack a Kyōiken or OFN member. The super-events for this (particularly Fall Schwartz, the invasion of Burgundy) still exist in game.
Göring’s content is being retooled and will be made available
If one uses console commands to complete the first focus of Hitler’s starting tree, an event will play where Speer will approach Hitler about allying with the United States against Japan, only for Hitler to burst out of his room, ranting about how the player cheated, telling the player to start over (with the game penalizing the player for cheating).
Similarly, if one uses console commands to complete his other focuses, the bonuses that are granted will have similar text calling the player out for cheating.
A super event referencing a meme (“Change Da World. My Final Message, Goodbye”) can be accessed through console commands if one inputs the correct command (set_country_flag big_event_hitler_die).
This is not a cut event that would have played in response to Hitler’s death (since his death occurs very shortly before the German Civil War, which has it’s own super event), but rather, a joke that former developer Pink Panzer included for the sake of one of his development vlogs.
As with real life, Hitler married Eva Braun, a longtime companion of his. Unlike in real life, where the marriage lasted for 30 hours before the two committed suicide, in The New Order, Eva died of cancer in 1957.
Originally, when there was a canon for the 1970 start date, Hitler would have named Heydrich as his successor, but Bormann would have won the war.
It is possible in game for Heydrich to be named as a successor; it is impossible for him to win and more than likely, Bormann or Speer will triumph over him.
A somewhat amusing bug in earlier versions of the game would have the event that never killed Hitler fire off, which led to the German Civil War never breaking out - thus meaning Germany remains unified due to Hitler technically becoming immortal.
While the assassin that strikes out at Hitler is reported to be a member of the Kempeitai and even is believed to be such by the Reich itself (resulting in a sizeable increase in tensions between the Japanese Empire and German Reich), unbeknownst to the world at large, the perpetrator was, in actuality, coerced into the action by Reichsführer-SS Heinrich Himmler in an attempt to gain control over Germany.

Mussolini joined Hitler during WWII and gained territory in the Balkans, Africa, and the Levant. Following the war, Mussolini and Hitler had a major falling out over thier spheres of influnce. Mussolini took Italy out of the Axis and founded the Triumvirate with Turkey and Iberia.
As the 1950s progressed, Mussolini’s health declined. His last act as leader was welcoming thousands of “undesirables,” including Jews and other ethnic minorities into Italy as a last act to spite Hitler, many of which emigrated to the Governorate of the Levant. He died shortly afterwards and was succeeded by his son in law, Galeazzo Ciano.

The SS Civil War (Also known as the Second German Civil War) is a potential conflict that will inevitably happen if Reinhard Heydrich is victorious in the German Civil War. It occurs soon after Heydrich learns of Heinrich Himmler’s plans to nuke the world and betrays him.
During the civil war, various territories will break up into smaller warlord states that can either be diplomatically or forcefully annexed. After Heydrich’s Germany and Ordenstaat Burgund annex all breakaway states, they will begin another war that will determine the fate of the world. However, the player can decide to delay the war for 3 months.
Outcome
If Heydrich wins, he will personally confront Himmler and execute him, ending the civil war. He will then realize that for decades, he has led the German people to constant war and destruction, eventually committing suicide due to his insanity. This will create a power vacuum that will eventually lead to another civil war between the Deutsches Reich and other various breakaway states found in the SS civil war.
Unlike the last 2 civil wars, the player is forced to be a spectator as they watch Germany collapse one after the other before devolving into complete anarchy.
However, if Himmler wins, the world shall face the consequences. He will carry out his plans of Aryan supremacy, and launch nuclear weapons across the world, leading to global thermonuclear war and anarchy.

History
Poland achieved its independence following the end of the First World War and successfully invaded and annexed parts of the Soviet Union four years later. Poland was the first nation to be invaded by Germany during the Second World War.
Poland fought back valiantly, but were overrun by German and Soviet forces by October 1939. The Polish government escaped to the West and some Polish army and air forces survived and fought alongside the allies.
Eventually London fell to Germany and with it the Polish government was destroyed. However, the Polish nation was not completely stamped out. A group of Polish exiles managed to make it into Kazakhstan and are still represented in the government of the Kazakh Soviet Socialist Republic. In addition, within the General Government, the Polish Underground State continues to function and are preparing to revolt once Germany isn’t able to stop them. Poland is not yet lost.

At the start of the German Civil War, the Polish Underground State will revolt against the General Governorate, a war that it is almost guaranteed to win. After victory, either the Polish Home Army, Polish People’s Army or National Armed Forces will take over the country, though none of them will be able to implement their vision for Poland before the Reich comes knocking.

Karl Dönitz (born 16 September 1891) is the High Commander of the Naval forces for the Greater Germanic Reich.
In contrast to other naval commanders, whose loyalties lie with Speer and other contenders for power in the Reich, Dönitz politically is a stout conservative and supporter of Chief of the Nazi Party Chancellery, Martin Bormann.
In-game
At the start of the game, Dönitz will be working in the Kriegsmarine as a loyal member of the Nazi party. However, after the outbreak of the German Civil War, Donitz will take control of Crimea, due to not wanting the Kriegsmarine sunk by the Civil War. After the war is done, assuming the player’s chosen successor was victorious (if the player is playing as Germany), he will have to be dealt with, with how he is dealt with depending on who was chosen as Hitler’s successor. If the player is forced to conquer Crimea to regain the land, it is very likely that he will be defeated quickly, as he has a very small army at his disposal.

Early-life
Sergey was born in August 2, 1897 as the illegitimate child of a baptized Jewess, a dressmaker and the owner of a fashion store Anna Vladimirovna. Sergey and his brother, Nikolai, unsuccessfully appealed to the Petrograd spiritual consistory with a request to recognize them as children of a “Russian Orthodox person” and to save them from the “Cain mark,” citing religious and monarchist feelings. His feelings about the “Cain” and shame of being born to a Jew would follow him even into his late age. When the Russian monarchy was overthrown in 1917, he was in a Kiev prison where he met with a monarchist named Pyotr Nikiforovich Popov.
Political career
As leader of the OVRI, the Society for the Restoration of the Russian Empire, he calls for the restoration of Tsarevich Alexey Nikolayevich, who died in 1917, to the Russian throne. Taboritsky considers Vladimir III, the last known claimant to the Russian throne, to be an imposter. In the meantime, Taboritsky would act as Alexei’s regent until his return. As regent, Taboritsky hopes to purge Russia of its filth and establish a Holy Russian Empire for the “true” successor, Alexei Romanov. Many within Komi’s government see Taboritsky and his following as a laughing stock that would never come close to attaining power.

Despite Taboritsky starting out as a very minor player in Komi politics, he can build his influence up until he takes control. If the player attempts to gain Taboritsky through coups, his band of Shturmoviki (“stormtroopers”) will begin his regency of terror. In Komi, there are three unwritten rules; (1) no killing the leaders of the many factions, for the good of the Republic, (2) prevent unnecessary death and aid the injured if you can spare it, and (3) do not interfere with the lives of civilians. These rules are immediately ignored for the Regent who orders the elimination of all political opposition. No death is too costly for the True Emperor.
If Taboritsky does not take control, and is defeated, what happens to him depends on who defeated him, and how he is defeated.
If Igor Shafarevich and Ivan Serov form a coalition to defeat Taboritksy and Lev Gumilyov after the Passionariyy secures Komi, Taboritsky will surprisingly take his defeat gracefully, having a brief breakdown. After recovering, he will acknowledge he may have been wrong (or at least, was not worthy) and merely ask that Serov and Shafarevich follow “the will of the skein” and leave. This leaves everyone but a few of Taboritsky’s supporters speechless.
If he is forced to flee Komi due to either the Komi center or left-wing taking control, he will attempt to travel south to the Aryan Brotherhood.
If he is killed by either the Komi center or left-wing, he will immolate himself in a small chapel, rather than allow himself to be executed.
If he is imprisoned by the Komi center or left-wing, as opposed to be killed or exiled, Taboritsky will be visited by a vision of Alexei and Saint Stephen in his cell, and is comforted by them.
Victory in the National Assembly
Once the Passionariyy takes control of Komi, an election can be held to decide which faction leader of the Passionariyy will control the fate of the country. In the meantime, the player can boost Taboritsky’s monarchist faction in the hopes of the monarchists winning this election. Once the National Assembly casts its votes and announces its winners, Taboritsky will drum his fingers on the table. Could he win? What would he do if he lost? Then in the peak of the suspense, a man walks up to the podium and declares Taboritsky the winner of the election. The entire room is shocked and in utter disbelief. A group of men shout unintelligibly about a rigged vote. Some begin shaking, searching for the traitors who could have voted for Taboritsky, others immediately begin a beeline for the exit door. Some attempt to rush Taboritsky’s men, but are stopped by police. In the midst of this, Taboritsky’s smile spreads across his face.
He is initially classified as a Clerical Fascist, until revealing his true colours as an Imperial Cultist after unifying West Russia, through an event known as “Ebon Dawn”. Taboritsky cannot peacefully unify with any nation at either the regional or super-regional stages. Additionally, if he is not able to conquer whatever nation is left to face him at the super-regional stage quickly enough, he is likely to fail, as his forces will be hit with the massive “Silent Regent” debuff. A Taboritsky unification of Russia is arguably the worst outcome for the nation (even more so than the Siberian Black League or Hyperborea), due to it utterly killing off the nation. Even more horrifying is the unification theme that plays when the Holy Russian Empire is victorious. Unlike the Aryan Brotherhood’s theme, Hyperborea’s, Omsk’s, or even Konstantin Rodzaevsky’s, the aptly-named “Verify Your Clock” features discordant piano keys, a singular, shrill whistle, and “psycho” strings.
Post-Midnight
After Taboritsky’s death, his colleagues are horrified by the revelation that his mother was a Jew. Just as they had successfully covered up the news of his initial death, they tried to hide this fact from the general populace by burning his body. In the end, this only delayed the inevitable and the new government under the self-proclaimed successor Viktor Larionov is unable to keep the nation unified. The Holy Russian Empire thereafter collapses into a second warlord era.
Among these warlords, three are Esoteric Nazis: the Regency of Holy Russia led by the megalomaniac Andrey Dikiy, the Ural Purification Zone led by former Shturmoviki members who want to continue their mission of purification and live in denial of Taboritsky’s Jewish heritage, and the Holy Russian Empire proper which has become an anarchic wasteland loosely governed by Larionov. Two other remnants of the Holy Russian Empire exist, led by Nikolay Talberg and Ivan Melkikh.
Every post-Midnight warlord state starts with the crippling “Salted Earth” national spirit, and thus the nation can never be reunited after Taboritsky’s reign. However, while Russia’s story may have ended, her people’s have not.

The Siberian Black League and the Divine Mandate of Siberia will have unique flavor events should they face Taboritsky at the regional and super-regional stages, respectively.
Dmitry Yazov will condemn him for his history as a Nazi collaborator, and also for his insane dedication to his doomed plan to create a Russian Empire under Esoteric Nazism for the deceased Alexei to rule when he returns.
Alexander Men will explicitly compare Taboritsky to the Antichrist, calling him worse than Nero, Elizabeth Báthory, Ivan the Terrible and Adolf Hitler combined. In addition to Men’s label, Taboritsky’s empire as a whole displays several traits associated with the Antichrist - he is shown to quote scripture to convince Russia of his holiness and use Jesus Christ on his flag (replacing Jesus) while running an empire that, in reality, is based around worship of him and Alexei (false messiahs), and if successful, will bring immeasurable ruin.
Strangely, there are no events should he face Mikhail II as his last opponent, despite the latter being a Romanov but having even less of a claim to the throne than Vladimir III, or Rurik II, despite him having no claim to the throne (although in that case, it could merely be because he’s not a Romanov).
Ironically, despite Taboritsky’s hatred of communists, and his fanatical devotion to Alexei, his death is identical to that of Joseph Stalin. Namely, dying of a fatal stroke in a room, with his guards afraid to enter his room and intervene.
The flag for the Holy Russian Empire is based on the flag of the Russian political party Pamyat, which was founded by Valery Nikolayevich Yemelyanov (who appears in this mod as Zigfrid Shultz). This may be a reference to the original plan for Komi’s Burgundian System path, which would have been Neopagan extremists led by Andrey Dikiy. This concept was later wrapped into Hyperborea, and Dikiy is merely one of Taboritsky’s ministers in the release.
The 2022 April Fools update for Equestria at War had a whole plot reference to Taboritsky’s path in The New Order (said April Fools joke had both mods do a crossover). Said path would have Twilight Sparkle, distraught due to the disappearance of Princess Celestia and Princess Luna, begin to go insane, and would see Equestria, the kingdom ruled over by the 2 princesses, shatter similar to Russia (with stand-ins for other warlords appear, and in particular, Pony versions of Valery Sablin and Dmitri Shostakovich would appear as leaders. Twilight will turn what lands she controls into the Canterlotian Regency, and should she conquer the entire continent of Equus, will rename her nation into the Holy Equestrian Principality. Unlike Alexei Romanov, however, Celestia and Luna will eventually return, revealed to have left on vacation (and having forgot to tell Twilight), and will undo all the damage with magic. This was referenced in the “Toolbox Theory: Project Ferus” update for The New Order, which stated it had an “outsourced” path for Taboritsky.
His devotion to the belief that Alexei Romanov lives bears great similarity to many women throughout the 20th Century that claimed to be the Tsarevich’s sister, Anastasia Romanov, who was also killed.
The music in the superevent that plays when he unites Russia comes from a 1963 Soviet Cartoon called “verify your clock”, a cartoon for children about not wasting time. Ironically, the clock “not being allowed to reach midnight” mechanic contrasts with the cartoon’s message that time cannot be slowed or delayed, and that wasting time kills it. As well as this, within the cartoon, the scene where the minutes are ‘dying in vain’ bears similarity to Taboritsky himself, having killed so many people for an objective he cannot achieve.

Tefik Selim Mborja (6 November 1891 – 1 July 1954) was an Albanian politician and lawyer. He served as the general secretary of the Albanian Fascist Party during the Second World War.[1]
Biography
Tefik Mborja was born in 1888, in Mborje, Vilayet of Monastir, Ottoman Empire (today Albania).[2] Mborja was a member of parliament during the interbellum years. A staunch opponent of Ahmet Zogu, he supported Fan Noli. Mborja was served as Noli’s representative in Rome from 1924. He was assigned to establish the diplomatic relations with Soviet Union, and for this reason he communicated with Soviet representative in Rome Konstantin Juranev.[3] In Italy, he befriended the family of Count Galeazzo Ciano.[1] He studied jurisprudence in Rome.[2]
With the invasion of Albania by Italian forces in 1939, Mborja was appointed new Prefect of the province of Korçë by the Albanian Provisional Committee.[4] When the Albanian Fascist Party was founded within a month of the invasion, Mborja was appointed general secretary of the party by Victor Emmanuel III. The main criteria behind his nomination were the links with the Ciano family that he had cultivated in the 1920s.[citation needed]
As the general secretary of the Albanian Fascist Party Mborja was included in the Albanian government as an ex-officio minister.[1] Mborja was able to exercise a certain degree over political influence over government policies through his position in the government. However the Italian fascists retained veto rights over the actions of the Albanian party, and Mborja’s work was supervised by Giovanni Giro (inspector-general of the party and a close associate of Benito Mussolini). In theory, according to his official biography, Mborja was supposed to be included in the leadership of the Italian Fascist Party, although was unclear in what function.[1] On May 29, 1939, he was appointed as member of the Italian Chamber of Fasces and Corporations as well as the Central Council of Corporative Economy.[5]
He was arrested in December 1944 by Albanian Communists and sentenced with 20 years by the Special Court of Spring 1945. He was poisoned while in prison and died in 1954.

Joseph Vissarionovich Stalin (18th December 1878 - 1955) was a Georgian Soviet politician and a participant in the power struggle following Vladimir Lenin’s death, which he ultimately lost to Nikolai Bukharin.
History
Stalin was involved with the Bolsheviks since its early days, organizing bank robberies and other criminal activities to fund the party. During the Russian Civil War, he led the army that captured Tsaritsyn from White Forces. Stalin, along with Nikolai Bukharin, were the main contenders for power in the USSR, after Lenin’s death. However, Bukharin won the party struggle against his former ally. In the aftermath of the USSR’s defeat in World War II, Stalin and his faction fled to West Siberia and set up a government in Tyumen, which collapsed following his death in 1955.

Stalin’s portrait in the game files is lifted from Kaiserredux, a submod for Kaiserreich: Legacy of the Weltkreig, based around the premise of Germany winning World War I (whereas The New Order and Thousand Week Reich has Germany lose World War I, but win World War II). Its name, “Punished Stalin,” is a reference to the Metal Gear Solid character, “Punished” Venom Snake.
An undead version of Stalin appears in the 2020 Halloween Event, appearing as a bloodied skeleton smoking a pipe.
In real-life, Stalin was the one who succeeded Lenin, instead of Bukharin, and while Bukharin and Stalin were initially allies, in the late 1930s, during the purges, Bukharin was executed in 1938. Stalin ruled the Soviet Union for the longest period of time, even longer than Lenin himself. Unlike Bukharin and his New Economic Plan, Stalin pursued a policy of Five Year Plans, which in The New Order, is a game mechanic for Tyumen. He was also known for considering his daughter Svetlana to be the center of his universe.
Similar to how a fair number of real-life events related to Nikita Khrushchev are given to other leaders, Stalin’s death in real-life (dying of a stroke and his guards being too afraid to intervene and enter his room) is given to Sergey Taboritsky.
The Aryan Brotherhood, also referred to as Perm, due to geographical location, is a warlord state in western Russia. It borders Vyatka to the west, Bashkiria and the Ural League to the south, Zlatoust to the east, and the Order of Saint George to the north.
The country operates under a National Socialist dictatorship, under the control of Alexey Alexandrovich Dobrovolsky, otherwise known by his adopted German name “Gutrum Vagner.” By going down the focus tree, the Aryan Brotherhood can potentially become ultranationalist under Zigfrid Shultz as Hyperborea.

History
In the years following the failure that was the West Russian War, many people came to believe that the Germans were right when it came to the supremacy of the Ubermensch. While for most, this cause a feeling of depression, it stirred different emotions in the mind of one Alexey Dobrovolsky.
Dobrovolsky believed that, contrary to what the Germans argued, Aryanism was a matter of psychology, not physiology. He believed that he, along with many others around him, had the inner strength to be called Aryans, regardless of their Slavic ancestry. And so, changing his name to Gutrum Vagner, he began to gather men together to destroy the Slavic untermensch of Russia, creating a new, pure, Russian Reykh, of which Vagner would be the Fyurer.
Together, Vagner and his men overthrew and slaughtered the Slavic rulers of Perm, renaming it to Permhaym and enslaving or exterminating any untermensch within the city. Now, the Aryan Brotherhood continues to raid from Permhaym, uplifting Aryans they find, and killing any untermensch too. Meanwhile, Vagner waits in Permhaym, looking forward to a future where the Slavs are purged, and the Aryan race is dominant, once and for all.

Overview
The Aryan Brotherhood operates under a National Socialist government, led by the Fyurer Gutrum Vagner (Alexey Dobrovolsky). Its capital city Permhaym has deteriorated severely since the fall of the Soviet Union and the anarchist occupation, resulting in almost complete dissolution of its industrial capability. The Aryan Brotherhood’s end goal is to be allied by their “German brothers” and purge the Untermensch from Russia.
Foreign relations
The Aryan Brotherhood is hated by virtually all other Russian warlords. They are seen as nothing more than a joke by many Russian warlords and as a band of murderers and rapists by others. Despite their deep reverence toward Germany, who they see as their brethren, the German government hardly even knows of their existence and would greet the brotherhood with complete disgust, due to the Brotherhood’s interpretation on what an Aryan is. As such, rather than a somber message when defeated like the other warlords, their capitulation quote states “There remains some justice in the Russian Anarchy.”
Should Omsk face the Brotherhood at the regional stage and defeat them, a special event will play where the Brotherhood is executed, with many of the Brotherhood members begging for their lives in butchered German.
If the Brotherhood is able to unify Russia, and should Hermann Göring have not only won the German Civil War, but also have gotten to Fall Rot (the invasion of Russia), he can instead opt to invite the Brotherhood to the Einheitspakt.

If the Free Aviators were not there to give the Luftwaffe hell at every opportunity, the situation in Russia would be far more dire.

Originally, the Aryan Brotherhood was ruled by Alexander Medvedev, who took the name Andreas Maier, despite the fact that Medvedev was in real life, an individual with no ties to National Socialism. This was changed after the developers learned that his family searches for mentions of him (and in general, this prompted the developers to stop giving individuals whose records were otherwise clean evil roles). After the change, Medvedev can still become the leader of the country (albeit under the name of the “Perm Antifascist Committee”), provided that Onega “unifies” western Russia (he will meet with a soldier sent to negotiate, and be overjoyed to learn that said soldier was an old friend of his), and in addition, an event for Vyatka features him if the Constitutional Democrats win the election, expressing surprise at the Tsar’s new government. Another event for Vyatka at the super-regional stage will have him pay respects to his wife.
The Brotherhood originally only had the goal of conquering western Russia, then submitting to Reichskommissariat Moskowien. As the lore for the game developed, this was changed, and as a result, they became a proper unifier for Russia. Presumably, this was scrapped because doing so would mean that whoever unified the other three regions would have to fight Moskowien to reclaim European Russia, and doing so would likely trigger a war between the Russian unifier and Germany. This may have inspired the ability for Germany under Hermann Göring to be able to invite the Brotherhood to the Einheitspakt if Goring gets to Fall Rot and the Brotherhood has unified Russia.
Strangely, none of the other Fuhrers of Germany can invite the Brotherhood to the Pakt. While Reinhard Heydrich is likely too busy dealing with internal affairs to invite them, this does not explain why Albert Speer or Martin Bormann do not have the ability to invite the Brotherhood to the faction.

Early involvement in politics
As a young man he spent six years in exile, working closely with fellow exiles Vladimir Lenin and Leon Trotsky. After the revolution of February 1917 he returned to Moscow, where his Bolshevik credentials earned him a high rank in the Bolshevik party, and after the October Revolution, he became editor of the party newspaper Pravda.
Leader of the Soviet Union (1924-1941)
As Vladimir Lenin’s health declined, Bukharin became involved in the power struggle for control with Joseph Stalin. Bukharin eventually won out. As the new leader, Bukharin continued the New Economic Policy started by Lenin, which had introduced more capitalist elements to the economy. The NEP proved disastrous when coupled with the central government’s plans to industrialize however, and the Soviet Union found itself entering wave after wave of famine, all the while failing to meet its industrial goals. Bukharin was barely able to maintain control as the Presidium bickered among themselves and the Army fell into a state of disorganization. This situation continued until the German Invasion of the Soviet Union. As the German forces swept the USSR, Bukharin was overthrown in a coup and disappeared shortly after the collapse of the USSR. Several searches were conducted to no avail, many consider him dead, just as many believe he is still alive.

While the exact circumstances of his ascension to power in the events of The New Order cannot be replicated, Bukharin is notable for being one of the few leaders in The New Order that would be added as a potential leader of the Soviet Union in vanilla Hearts of Iron IV, when the No Step Back DLC added the Right Opposition as a political path for Russia to take. Unlike with what happened in the backstory of The New Order, Bukharin’s path in the vanilla game has him largely removed from power, but still connected, and can remove Stalin either through a civil war or in a bloodless coup if they have aligned the head of the NKVD.
Tyumen, officially the West Siberian People’s Republic, is a dissident communist rump state in western Siberia. It borders Sverdlovsk to the north, Kokshetau and Kostanay to the south, Magnitogorsk and Zlatoust to the east, and Omsk to the west.

History
The West Siberian People’s Republic was established by Joseph Stalin, an opponent of General Secretary Nikolai Bukharin, and his faction when they fled to Tyumen following the fall of the Union of Soviet Socialist Republics. The republic initially spanned across the Urals to the city of Omsk with the support of Field Marshal Konstantin Rokossovsky, Lieutenant-General Dmitry Karbyshev and 3rd and 10th Armies. Following Stalin’s death, both generals refused to follow his successor Lazar Kaganovich. Karbyshev, seeing the Kaganovich administration as weak and in decline, seized the city of Omsk to found the Siberian Black League, creating a hostile environment between the two. Rokossovsky, disillusioned with Kaganovich’s inaction to prevent this collapse, seized the city of Sverdlovsk with his 3rd army, creating a military junta and leaving Kaganovich with a rump state around Tyumen.
The political system of Tyumen is being governed as a centralized Stalinist one-party state, with its cabinet being filled with ardent supporters of Joseph Stalin of the All-Union Communist Party’s centrist wing, attempting to bear an unorthodox form of Bolshevism that goes against Nikolai Bukharin’s tenets. Despite being surrounded by enemies on all sides, his revolutionary zeal remains strong and seeks to reunify and reestablish the Soviet Union. He will not stray away from his vision of an all embracing dictatorship of the proletariat as outlined by his former mentor, Joseph Stalin.

Komi, officially the Komi Republic, is a Russian warlord state in European Russia. It borders the West Russian Revolutionary Front to the north, Vologda to the west and south-west, Vyatka to the south, and the Order of Saint George to the east.
Politics
Komi is led by the People’s Democratic Socialist Party under President Nikolai Voznesensky. Due to its status as a safe haven for radicals across the political spectrum, Komi’s politics are exceptionally turbulent - able to adopt almost every ideology with the exception of Ultranationalism.
Trivia
There is no candidate in the Komi Republic who represents Ultranationalism.
In the original release, the only unrepresented ideology was Conservatism. According to a former writer, Alexander Yakovlev was formerly planned to be Komi’s Conservative leader before being moved to the West Russian Revolutionary Front (and becoming Nikolai Voznesensky’s successor as leader of the DSNP). Another planned leader was Alexander Belozerov, who was cut for being uninteresting. Komi’s current Conservative party is the All-Russian People’s Union, consisting of monarchist remnants from Vyatka.
The Syktyvkar Arsenal has no real life counterpart. Its inclusion was likely intended to increase the tension and stakes of the Komi power struggle.
The earliest version of Komi was them being a “Commie Nazi” state led by Ivan Korolkov. This concept was probably inherited by Ivan Serov’s Ordosocialism.

The Iberian Union is a country in Western Europe. It borders the French State and the Principality of Andorra to the north, the Atlantic Ocean to the west, and the Mediterranean Sea to the south and the east. Iberia controls Morocco directly as a colony, as well as several other small territories in Africa and the Atlantic.
The country is a federation between the nations of Spain and Portugal. The country technically has two heads of state, Francisco Franco, the Caudillo (military dictator) of Spain, and António de Oliveira Salazar, the Prime Minister of Portugal. Both nations have equal political representation in the Union, and the right to veto any legislation that the other side attempts to pass. This largely cripples the nation’s government, as both sides of the government often dispute one another.
An ineffective government, along with a weak federal military and prolonged authoritarian rule has led to a rise in nationalist regional independence movements; particularly in Galicia, Catalonia, Basque Country, and Morocco. These movements have accepted copious amounts of funding from the German government and elsewhere.

After the death of Antonio de Oliveira Salazar, there is an option in decisions called the Iberian Divorce. After its clicked, a focus tree is activated, which eventually results in dissolving the Iberian Union and is a way to avoid the Iberian Wars.
The Triumvirate is a faction in Europe, the Middle East, and North Africa. It consists mainly of the independent nations, the Republic of Turkey, the Italian Empire, and the Iberian Union, as well as their client states, puppet states, and territories.
The principal objective of the alliance is to dissuade German acts of aggression, and to maximize the member’s chances of survival if the aforementioned aggression is to occur.

Of all of the conquests and victories Italy enjoyed during the twentieth century, many consider the formation of the Triumvirate to be the greatest among them. The diplomatic pride and joy of the Empire, the Triumvirate is- on paper- merely a defensive pact around the Mediterranean for mutual protection against the German Reich to their north. In practice, however, it was a masterstroke for Italian foreign policy. Italy’s central place in the Mediterranean, and the bounty from her overseas Empire has granted her the unofficial position of first among equals amidst the Triumvirate’s Founders. The alliance has been on the decline, and as Italy seems to be its primary beneficiary, she is also the nation that has been fighting the hardest to keep it intact. Their Iberian and Turkish allies have not seem the diplomatic fruits of the partnership though, and without drastic action, this Italian bloc in all but name may indeed be reduced to merely Italy and her puppets.

Of the three Founders of the Triumvirate, the Iberian Union faced the most direct peril at the hands of the rampaging Germans. They seized the former Portuguese colonies in Africa by force, after all, and then they tried to foist the Gibraltar dam upon them, a project that would have only brought misery upon Iberia and all the nations of the Mediterranean. What was a project in power projection for Italy and a way to shore up border concerns for Turkey was a matter of survival for Iberia, and as such Iberia fought for the formation and maintenance of the Triumvirate since its inception.
But times are different now. The Germans seem to be retracting inwards these days, or at least stagnating somewhat, and Iberia no longer feels the existential threat of the Reich loom over them so heavily anymore. Now it is the time to ask what Iberia’s ambitions are, and whether or not the Triumvirate is conducive to those aims. And if it’s not, then perhaps it might be time to graduate beyond being a supporting actor behind the Italians on the world stage.

The Republic of Turkey, unlike her western counterparts in Italy and Iberia, found herself aligning with the Italians and their Triumvirate not necessarily out of fear of the Germans to the north, but out of a need to secure their borders and foreign policy so they could focus on the nation’s internal struggles. The Twentieth Century has seen great gains for the Young Republic, but with their massive successes, they have also gained much in the way of burdens, namely in the area of regional minorities that struggle ceaselessly against the nation. Turkey has needed breathing room to deals with these threats, and if nothing else the Triumvirate has provided exactly that.
But times change, and to survive, nations need to adapt to those changes. The Triumvirate is, to put it bluntly, a dying alliance. It no longer offers the security or support to Turkey that it once did, having evolved into a vanity project of Italian duces over the years. Turkey once again strains within her borders, and looks to break out of the constraints that the nature of their alliance places upon them.

There are three founders of the Triumvirate, that is where the name comes from after all. However, in spite of that, the alliance encompasses more than merely Italy, Iberia, Turkey, and their respective puppets. A number of smaller nations find themselves in the orbit of one or more of these secondary powers and have, for one reason or another, petitioned the Founders for induction into the Triumvirate as a junior partner.
These nations maintain their legal autonomy and independence, but find their interests largely subordinated to that of the “Big Three” members of the Triumvirate both economically and in terms of foreign policy. This is all, of course, in exchange for the protection and security that the Triumvirate provides. Even still, many consider the inclusion within the Triumvirate to be more of a burden than an aid, because while they maintain their technical sovereignty over their own borders, everyone knows that Rome, Istanbul and Madrid hold significant sway over the politicians in every one of the minor nations that seek out the Triumvirate.

Legally speaking, the various client states, puppet regimes, and regional authorities of the Triumvirate represent less of a junior or underclass of nations within the Triumvirate, and something more akin to tumors or growths off of their parent nations. The legal status of client states within the Triumvirate is murky, with the Founders desiring recognition for the full membership of their vassals, while also seeking to prevent the other two from doing the same.
For this reason, the status of clients and subordinate nations and regions will remain something of a grey area from now until the end of the alliance, which may be fast approaching. In spite of how little they truly gain from the alliance, the Triumvirate has thus far kept their master nations restrained and at peace with one another, but with the disintegration of the Triumvirate looking as likely as it is now, the smallest of nations have much to fear as the local juggernauts begin sharpening their knives…

History
The Triumvirate was created as a response to potential German Aggression. Benito Mussolini, Duce of the Italian Empire, who left the Axis he had formed more than fifteen years prior, and formed the Triumvirate with the other two countries which feared a potential German invasion, Spain (later the Iberian Federation) and Turkey. Ever since then, the Triumvirate has adopted a markedly anti-German political and diplomatic approach, ranging from welcoming Jewish refugees in the Italian Governorate of the Levant, to establishing trade and diplomatic relations with Japan and the OFN.
The Triumvirate is both a military and economic alliance: the countries vow to protect each other from German aggression. While all “main” members (Italian Empire, Iberian Federation, and Turkey) are formally equal, the Italian Empire is by far the strongest country, both economically and militarily, and therefore acts as a “primus inter pares” within the alliance. Among the other, formally independent countries, some, such as the Greek State, are de facto puppets of the Italian Empire, while others, such as the Iraqi State, are clients of the other members, and therefore count very little in the alliance.
As the years passed, the alliance is slowly losing its purpose: the German threat is slowly fading as the Goliath falls into civil strife and economic stagnation, and within the alliance, Iberia and Turkey are growing more and more vocal in their opposition to the current status quo. When the war ended, Italy, the oldest ally of Germany, gained the lion’s part of the African spoils, while Spain and Turkey, who had opportunistically joined when the Axis had appeared triumphant, were left with small crumbs: now, they claim each their due, with Iberia protesting against Italian almost total occupation of Algeria, which has left Franco and Salazar only sand and Tuaregs, and Turkey asking the Italian Empire to return “rightful Turkish lands” in the Middle East. Since the Italian government appears adamant in its refusal, citing the sacrifice of many Italian soldiers, many observers think this will spell the eventual end of the alliance.
In-game
After the Malta Conference is bombed by unknown bomber planes, the Triumvirate will dissolve as both Turkey and Iberia leave the faction. Shortly after, Turkey will invade the Levant, causing the 2nd Italo-Turkish War.
While the alliance will dissolve relatively early on, there are other ways that its members can find themselves in the same faction again: All three nations, as well as any puppets in their control, can join the Organization of Free Nations. However, it’s also possible that all three co-leading nations can find themselves in different factions, as while the Iberian Union can join the Einheitspakt instead of the OFN, Italy will not join the Einheistpakt (unless invaded by Germany and puppeted), but can join the OFN if it democratizes, or the Greater East Asia Co-Prosperity Sphere or go on its own and create a faction called the Rome Pact, a successor to the Triumvirate. Turkey can also either join the OFN, the CPS, or remain neutral.
The Einheitspakt, also known as the Unity-Pakt in international circles, is a military and economic alliance that consists of the Greater Germanic Reich’s puppets, clients and allies the vast majority of whom are fascist. The key objective of the Einheitspakt is to maintain Germany’s sphere of influence, while also preventing rival factions from expanding. Members of the Einheitspakt trade with other members, and neutral nations; the Pakt leverages an extensive embargo over other aligned and non-aligned nations, which while in theory should bolster economic self-sufficiency, has led in practice to economic fragility and struggle in the economy of Pakt states and extensive black markets for foreign goods.
The Einheitspakt can be considered as the successor to the original Rome-Berlin Axis; it shares a majority of the original members of the Axis and can bring other former collaborator states into the fold.

For member-states with neither the resources nor the manpower to maintain anything larger than a self-defense force, Article 5 - which mandates signatories to “assist the Party or Parties so attacked by taking forthwith… the use of armed force” - entails beggaring their economies for a standing force which they themselves scarcely use. Minor nations’ place in the OFN, with these constraints in mind, was subject to vigorous debate until a compromise solution was amended into the New York Charter.
The now-termed “Dependent Status Clause” exempts member-states which fit a list of strict criteria from fulfilling their Article 5 obligations. In effect, the US Armed Forces subsumes a large portion of the duties their militaries are expected to perform. Only the West Indies Federation, Belize and Guyana classify for the special status as of 1962.

OFN Mandate Given the goals outlined by its framers, the OFN is not only expected, but also pressured to intervene in conflicts where the Free World’s interests are at stake. Oftentimes the entities which emerge from them lack the stability, institutions and experience to maintain a successful democracy post-independence.
Article 12 of the New York Charter has presciently authorized the alliance to establish civil administrations in the aforementioned entities until capable local governments can oversee free and fair elections within their jurisdictions. Such a transitional period, it is hoped, will help create countries better equipped to seize their own destinies than otherwise.

The United States has had experience instituting military districts - occupation zones whose inhabitants are subject to military, rather than extant local civilian laws - since the Reconstruction era. Aimed to enforce immediate peace and stability in war-torn or disputed regions, military governments are overseen by generals and involve sizable numbers of deployed American servicemen. Administrations may decide to continue this practice, for some reason or another, in the modern day.

While the OFN is supposedly limited to the signatories of the New York Charter, a number of nations have realized only one power bloc stands to protect the free world from the slave. A so-called “OFN Observer Nation” like this one isn’t in a charter category, since it does not vote yet maintains complete independence. It simply means with economic, foreign, and military matters, it knows where its bread is buttered, so to speak. And like all nations who place a premium on human liberty, OFN membership is a possible outcome in the future.
The Greater East Asia Co-Prosperity Sphere, or simply known as the Co-Prosperity Sphere, or known as Kyōeiken in Japanese, is a faction that comprises of the majority of East Asia and Southeast Asia.
The faction is led by the Empire of Japan, and consists of nations that are de jure independent. However, the majority of nations within the faction have a government that is closely tied with the Japanese Government, and are reliant on the Japanese in most cases.
All nations within the faction provide military access to the Japan, and are (to some degree) loyal to the Japanese government.
The Co-Prosperity Sphere trades with the Triumvirate and the United Mexican States.

When Pan-Asianism was in its infancy, Hsinking and Nanjing were forced into an economic bloc with Tokyo, fueling the Empire’s oppressive war machine. The cultural ties between the two Chinese puppet states and Japan, combined with the two regimes’ early participation in Japan’s self-proclaimed Holy War, earned Manchukuo and the Republic of China their special places in the Sphere as permanent members of the Sphere Governing Council.
However, while they enjoy a de jure seniority among other members of the Sphere, the reality is far less rosy than it appears. Both Hsinking and Nanjing have to, thanks to their higher on-paper status only, contribute a greater share into the Sphere’s - or more accurately Japan’s - defense and infrastructure fund. Needless to say, the “Core Membership” serves merely as an excuse to extort the peoples of China, yet neither the “Republic” of the South or the “Empire” of the North would give up this title upon which their legitimacy hinges.

Much less a nation and more of a giant corporate playground, the State of Guangdong’s primary purpose is to facilitate trade and cheap manufacturing for the electronics conglomerates in the territory - which exert explicit political influence via their representation on the Legislative Council of Guangdong. The entire country, especially the cities, is largely void of trade laws and restrictions. Endless sweatshops dot the land, with corporate symbolism appearing in such magnitude one forgets that it is Japan, not the corporations, that ultimately benefits most from this unnatural arrangement.

The Republic of China was never a unified political entity despite its claims. back in the days when China was engulfed by the flames of war, many Chiang=aligned warlords surrendered to Wang Jingwei and his rebranded KMT, either out of the simple desire to survive under the New Order, or as an attempt to preserve their might until a leader emerges and firebrands the torch of liberation.
Nevertheless, those regimes, while nominally subservient to the Nanking Government, are highly autonomous both politically and militarily. it is extremely difficult for either Nanking or Tokyo to exert any substantial influence over these warlord-controlled regions: it is not an understatement that those Chinese “provinces” are no different from a fully-fledged sovereign state except in name.
