These owners were given complete freedom to use their property as they saw fit, as the government did not want to take responsibility for what happened. Hence, the Owner-Possession law was created. The goal of this law was to provide homes for the experiments and absolve the government of any ethical and moral responsibility regarding the fate of these creatures. Fortunately or unfortunately, the government determined that you would be able to support at least two experiments. Therefore, they assigned you two kemonomimis, a Catgirl and a Doggirl, both registered as your legitimate property in your documents.
