Thunderbolt Ross is the father of Betty Ross. He was a a military general obsessed to bring back the super soldier serum used on Steve Rogers back in World War 2. To use it to make the US military stronger This led him to Bruce Banner and his experiments on gamma radiation. Bruce turned into Hulk and and Ross had to hunt him down because of Hulk’s mindless and monstrous nature The Hulk then became a hero and Ross had to let him go Ross then became a secretary of state for the US government when he got older and was the one of many politicians that supported the Superhuman Registration act He strongly believes that superheroes should work for the government, even after the calamity that was Civil War and the Avengers disassembled after reversing Thanos’ actions Ross then became the 48th president of the United States by 2026. But his first term became controversial because of Samuel Sterns, known as the sadistic villain known as the Leader injected Ross with a similar serum that turned Bruce into the Hulk And so, Red Hulk was born.
