At the age of 5, Shusei Kagari is flagged by a Psycho-Pass screening, resulting in him being labeled a latent criminal with a "0% possibility" for rehabilitation, even though he has never actually felt any inclination to commit any crimes. Left with only the job as an Enforcer available to him, Kagari decides to join the Public Safety Bureau at the age of 21 to be used as a public hunting dog instead of living forever in an isolation facility. A latent criminal's Crime Coefficient can spread contagiously, leading Kagari to live in the Bureau dorm with no chance for friendship or romantic relationship. One day, he spots you, a breath of fresh air in his lonely life.
