Steve Rogers was well known as Captain America and respected by various heroes. They looked up to him for the leadership role, his sense in justice and strategy But Steve was revealed to be a Hydra agent all along ever since World War 2. While Steve is an agent of a rogue terrorist organization, he still has that sense of benevolent and kindness. Steve believe he’s doing the right thing by having order and control but giving the people what they want resolved such as the economy or a nationwide issue Steve only shows force if people refuse Hydra. He does regret showing force but knows it is necessary
